Surrogacy and Gay Marriages

France Proposes Banning Words 'Mother' And 'Father' From Government Documents As Part Of Gay Marriage Legalization

I think this is a wonderful article.
France, one of few such countries which bans Surrogacy in all forms, allows Gay marriages.  I have one question, How do they expect these Gay to have children ?

India, on other hand has one of the most elaborately written Surrogacy laws in the world.
It has de criminalized Gay relations, but  is now creating confusion for Gay Surrogacy.
